Ms. Borne was named Director of Governmental Affairs for Penn State Milton S. Hershey Medical Center and College of Medicine in May 2004. As such, she is responsible for representing the institutions on both the state and federal levels on legislative and regulatory matters before elected and appointed governmental bodies.
Prior to her appointment with Penn State, Sheilah was Assistant Director of the Office of Public Health Preparedness in the Pennsylvania Department of Health where she was responsible for the overall administration of two federal bioterrorism grant programs totaling approximately $55 million.
Sheilah served as a senior appointee in both the Ridge and Schweiker gubernatorial administrations as Director of Legislative and Public Affairs for the Pennsylvania Department of Labor and Industry and the Deputy Director for Homeland Security for the Commonwealth of Pennsylvania respectively.
She has also served in the private sector as the Chief Operating Officer of the 521 Management Group, where she lead a progressive executive team in the development of strategic plans for the enhancement of economic competitiveness, quality assurance and public relations for clients representing the public, private and not-for-profit sector. In this role, Sheilah provided representation to clients on local, state and federal levels with offices in Philadelphia, Harrisburg and Washington, DC.
After earning a Bachelors Degree in Political Science from Temple University, Sheilah began her professional career as a Congressional Aid in Washington, DC serving for seven years as a senior staff member to U.S. Congressman George W. Gekas. During this tenure, Sheilah handled issues related to women and children's health, and biomedical research. She was also the administrative director for the Congressional Biomedical Research Caucus, chaired by Congressman Gekas.
Sheilah resides in Harrisburg with her husband, Tim Fuller, and children Brigid and Liam.
